Getting into PHP development Windows is easy: download WAMP and away you go.
The Mac, being Unix-based should be easy, right? Well it certainly does come with PHP and Apache installed, but even MacOS 10.4.8 has old versions. So if you want Apache 2 and PHP5, you need to install them yourself and better yet, down and dirty with the command line. A good guide can be found here.
Or install MAMP.
